                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF A PORTION OF ST. ELMO AVENUE,
                   MORE PARTICULARLY DESCRIBED HEREIN, ON
                   SATURDAY AND SUNDAY, OCTOBER 2-3, 1993, FOR
                   "THE SPIRIT OF ST. ELMO" SPONSORED BY THE
                   SPIRIT OF ST. ELMO ASSOCIATION, UNDER
                   CERTAIN CONDITIONS DESCRIBED HEREIN.
                  
                  
                                                    
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of St. Elmo Avenue between 38th Street and
       Tennessee Avenue from 8:30 a.m. to 6:00 p.m. on Saturday, October 

       2, 1993 and from 11:00 a.m. to 5:00 p.m. on Sunday, October 3,
       1993, for the presentation of "The Spirit of St. Elmo" sponsored
       by the Spirit of St. Elmo Association.  The sponsors are
       responsible for the installation and removal of all traffic
       control devices (such as traffic cones, barricades, signs, etc.)
       in accordance with the traffic control plan attached hereto and
       shall provide, at all times, an access lane for emergency
       vehicles.
